Focusing on the funding of the ‘Climate, Adaptation, Drought, Fires’ (Casi) plan announced in early September 2026 by the Minister for Agriculture following the heatwave, and covered in articles by several media outlets, this press conference gave Carl Gaigné the opportunity to elaborate on the idea of a response based on intergenerational solidarity, and in particular on taxing the transfer of assets at the time of inheritance, in order to finance the adaptation costs that future generations will have to bear as a result of the actions of current and past generations.
