Our projects

The PACRégio project was aimed to get students from the three schools of the Institut Agroto to work on the issues and implementation of the new CAP at the regional level.

With its 3 schools, the Institut Agro trains students to become agricultural engineers throughout France. The location of each school adds colour to the students' career path by exposing them to different contexts in Brittany, Occitania and Burgundy-Franche Comté. These different regions are all 'playgrounds' for students, who have everything to gain from learning about the specific features and workings of regions other than their own school. The aim of the PACRégio project, devised by a group of 6 lecturers in social sciences, including Cathie Laroche-Dupraz and Aude Ridier, was precisely to make the most of this wealth to enrich the training of students from the 3 schools by getting them to work on the issues and implementation of the new Common Agricultural Policy (CAP) at the regional level.

With regard to the first pillar of the CAP, the work shows that the use of eco-regimes, the emblematic measure of the 1st pillar of the CAP in this 2023-2027 programming period, appears to be a modality with few constraints for farmers, as obtaining this support requires little effort in terms of changing practices.  With regard to the second pillar of the CAP and the translation of agri-environmental and climate measures at the Region level, given the complexity of their implementation, the water-related measures appear to be unattractive, even though this environmental issue is highlighted as a major one. Finally, this study raises a number of questions about the decentralised management of the CAP. While the 2023-2027 programming period has given new prerogatives to the Regions (in particular, the management of new settlements), it has restricted the remit of decentralised services to non-surface MAECs.
